To update on this issue, Jan tracked the missing JS/CSS settings
issue down to use of ENSEMBL_CONFIG_BUILD:<br>

all changes in the configuration. Leaving it set to 0 makes the
CSS and JS work again. Mystery solved.</span></blockquote>

So Jan can solve the issue by avoiding $ENSEMBL_CONFIG_BUILD, but it
looks like the behaviour of $ENSEMBL_CONFIG_BUILD is buggy?<br>
